Pieter is basically the top man for making decisions, and providing leadership, for West Sussex County Council Highways and Transport issues. Since most cycle facilities have some impact on Highways (who are responsible for all roads in West Sussex apart from the A23 and A27) and of course a BIG impact on Transport, he holds the key to encouraging, or discouraging, the use of bicycles for transport in the county.
